The State National Natural Park «Buyratau»

The technical and economic assessment of the creation of the State National Natural Park «Buyratau» was executed by the CRS and GIS «Terra», within the limits of the project of working out of the natural-science and technical and economic assessment of the creation of the State National Natural Park «Buyratau», in 2005.

It is planned to create the State National Natural Park «Buyratau» (of area -125 300 ha) by means of the joining of the territories of: the SNP«Buyratau», the Belodymovskiy and Erejmentauskiy State Zoological Preserves, and the territory , that was reserved earlier for the Erejmentauskiy State Reserve. In addition the site, which is located to the east from settlement” Belodymovka”, within the Karaganda region, is joined. According to the administrative division, this is territory of the Erejmentauskiy district of the Akmolinskiy region ( the northern part is -81 664 hectares) and the  Osakarovskiy district of the Karaganda region ( the southern part is – 43 636 hectares).

Two variants of placing of the central homestead of SNNP «Buyratau» are offered by the authors of the project. The first- in settlement “Belodymovka” of the Osakarovskiy district of the Karaganda region,150 km to the northeast from Astana town, and 108 km to the northwest from Karaganda town. The second – in” Eremejtau” settlement of  the Erejmentauskiy district of the Akmolinskiy region, 100 km to the northeast from Astana town.

Creation of the given SPNT, will allow to save: the unique steppe ecosystems of the subzonal  type of the dry steppes, which are unprotected in other territories of Kazakhstan and in Eurasia; and also the relict black alder forests and the birch forests, which are situated on the southern border of the natural habitat.

As a result of the complex assessment, that was carried out, on the territory of the planned park two zones of protection with subzones are allocated, and the functional zoning of territory is spent:

1.      The zone of the protected regime: it is allocated on a site of the Erejmentauskiy State Preserve , that was planned earlier for the Erejmentauskiy Nature Reserve.

2.       The zone of the preserved regime with subzones :

•  of the recreational activity and tourism, it is allocated on a site of the existing SNNP «Buyratau» , the Belodymovskiy and Erejmentauskiy  Zoological Preserves

• of the limited economical activity, it is allocated along the perimeter of the SNNP territory, and also in the south and east parts.

• of the administrative and management activity — in “Belodymovka” settlement and its surroundings, where the building of an office building, industrial-economic base for employees is planned.

•  of the reception of visitors – on the territory of the SNNP «Buyratau», taking into account the Belodymovskiy Summer Residence. Here the maral in the natural conditions are kept, there are the main structures here, and building of a visit-centre is planned.

The territory with the reserved regime is organized on areas with the saved vegetative cover and stay places of a argali. The reserved zone (centre) averages 21,2 % of the attached territory. The main function of this zone- is preservation of the most valuable ecosystems, including the populations of habitual and the rare species of plants and animals, especially the population of a argali. This territory is intended for carrying out the research works, with the limited access to the local objects of demonstration.

  In the zone of the preserve regime are allowed:  the development of cultural-educational activity and the ecological tourism, the restricted economical activity, making of the tourist routes, training paths, which should provide for visitors the possibility of the sightseeing of park, also haymaking and cattle pasture are permitted.

   Also the security zonefor the protection of the protected part of the SNNP territory, from the  influence of the external deleterious effects is allocated.

   For the effective solution of the existing problems, it is offered to organize on the territory of «Buyratau» park of 67patrol areas, which borders are established on the natural boundaries of the territory, and also to create the material and technical bases.

            At the first stage of the development, the project provides the building of 12 year-round cordons, which are consist of:  utility structures, observation towers, solar stations for water heating, a wind engine, a bathhouse and a shower cubicle, water tanks, gas tanks, gasoline storages, a parking place.

  In the park territory, the building of the visit-centre with the scientific center is provided, that’s why the working out of the special project of the visit-centre is necessary. In this project, the following structures must be taken into account: rooms of hotel type for tourists, for the temporarily working in the SNNP scientists and the volunteers,a cafeteria, a conference hall, 4-5 offices, a library , the depository of herbarium samples, rooms for rest. The place of the building of the visit-centre, should be defined by the management of the park, taking into account the availability of the objects of the scientific researches and tourism. As alternative variants, it is possible to consider the building of the visit-centre in “Belodymovka” settlement, ” Algabas” settlement, and in territory of the “Belodymovskiy Summer Residence”.

As a whole, the capital investments, that are necessary for the creation and successful functioning of the SNNP«Buyratau», include expenses for building of: the building of office in” Belodymovka” settlement or in “Erejmentau” settlement; of 12 cordons with utility structures;a visit-centre on the territory of the central homestead; an aviary ,the grounds for the additional forage of the wild animals, dams. Here the lining and installation of the engineering networks; the installation of wind engines, are included.

Within the limits of the given project the structure and number of the staff of the SNNP«Buyratau» are developed. The administrative-and-management department includes -6 persons, the security department -75, the scientific department – 11, the economic department – 10. In total there are- 102 persons.

           Within the limits of the given project, the complex of actions for the protection of ecosystems, air pool, water sources, the earths and a soil cover, flora and vegetation, fauna, is offered. The specificity and the general directions of the research activity are considered.  The measure and recommendations about the researches of flora and vegetation, fauna, the monitoring efforts, are developed.

           Considering the necessity of the development of the ecological tourism, on the territory of the SNNP«Buyratau» , the directions of the development of the ecological tourism are provided, the forms and kinds of the potential tourist activity are defined, the requirements to staff, for the ecological tourism on the SNNP are shown, a material security of the tourist routes is considered.

The ecological certificate of the State National Natural Park«Buyratau» is developed.
