MARKAKOLSKIY STATE NATURAL RESERVE

The technical and economic assessment of the territory expansion of the Markakolskiy State Natural Reserve is executed by the CRS and GIS «Terra», within the limits of the project «Working out of the natural-science and technical and economic assessment of the territory expansion of the Markakolskiy State Natural Reserve » in 2005.

The Markakolskiy Reserve has an area of 75 040 hectares ,it is located on the area of the Kurchumsky district of the East Kazakhstan region, it is located in 250 km to the east from ”Kurchum” settlement and 500 km to the southeast from Ust -Kamenogorsk town.

            The territory of offered expansion is located within the Markakolskiy hollow on the southern macroslope of the Kurchumskiy ridge, the northern macroslope of the ridge Azutau and in the headwaters of the Kaldzhir River.

The project provides to cover, with help of nature-conservative measures, the area of 102 971 hectares (75 040 hectares – an existing territory, and 27 931 hectares — the attached territory with the reserved regime).Besides, it is recommended to include 68 920 hectares in the security zone, that was being created along the perimeter of the nature reserve for the protection of its ecosystems, from the adverse external influences. The sizes, borders, kinds of the regime and the nature management order in the territory of the security zone, are established by the decision of the regional executive powers, according to the Law about the SPNT and The Land Code of RK.

            As a result of the integrated assessment, that was carried out in the territory of the nature reserve, the zone with the protected regime is assigned, with the limited access to the local objects of demonstration, and with the sites of the sports and amateur fishery .

            In the perimeter of the reserved territory, the security zone is allocated, in which also the strips of 200 -metre-wide are included, along the primary roads and droves (paths), on the reserve territory.

           Taking into account the prospective expansion, the territory of the Markakolskiy SNR is offered to be divided into some lots: Ozerniy,Severniy ,Iuzhniy and  Kaldzhir. For the optimum protection, the organisation of the 24 patrol areas is provided, borders of which are established on the natural boundaries.

           The building of 13 new cordons, 8 of them are standard and 5 – are clustered, for the inspectors of the patrol areas with their families, is supposed. The increase in the staff of the state inspectors, and the temporary firemen –watchmen, is provided.

          For the execution of the scientific investigations , proceeding from the specificity of reserve, the following experts are necessary: a zoologist, an ichthyologist, an ornithologist, a florist, a geobotanist, a silviculturist, a laboratory assistant .The project is offered — the attraction of the highly skilled experts, on the basis of the contracts, for the execution of these works. In the reserve, the centralised accumulation of the scientific information, for the purpose of the database creation, should be provided. The database will allow use this information, both for the theoretical elaborations, and for their practical usage.

         Besides the research work, the employees of the reserve are obliged to popularize the ecological culture, to bring up the youth to respect nature.  To that end, in the nature reserve: in the department of a science, of the information and monitoring, of the ecological education, the sector of the organization of the tourist-excursion and the cultural-educational activities is extended. The tourist-excursion activity in the nature reserve assumes the organization and the arrangement of the ecological routes; the organization of the research visit-centre, the expansion of the exposition of the Museum of a nature, in Urunhaika settlement. So, it demands the improvement of the places of the habitation of tourists. To this effect, in the staff of the nature reserve, the support personnel is included.

         Taking into account the status of the nature reserve, the volume and character of the carrying out of the provided works in its territory, which are closely connected with the protection and rational use of the natural complexes, the improvement of the facilities and equipment of the Markakolskiy SNR is planned.

        As a whole, the project provides (in Urunhaika settlement): the reconstruction of the building of the Museum of a nature, of the building of laboratory, a land improvement, the building of the industrial-economic base, the building of 5 domestic houses (each for two owners) for the workers of the nature reserve, the building of 13 cordons with the utility structures ,the reconstruction of 1 cordon; the building of a visit-centre , the lining and installation of the engineering networks; the installation of the  wind engines.

        Within the limits of the given project, the actions for the protection of ecosystems, also are developed: air pool, water sources, the earths and a soil cover, flora and vegetation, fauna.
